The Village of Elmira Heights adheres to Election Law and guidance provided by the New York Conference of Mayors (NYCOM).

A village election is usually held every two years, on the third Tuesday in March except when said Tuesday is March 17th in accordance with Election Law § 15-104 1.b.

Notice regarding the election first appears in November of the year prior (e.g. November of 2025 for a March 2026 election). The notice will include the date, time, and polling location(s) as well as the positions that are up for election/re-election.

Party-based candidates are chosen by caucus nomination. Independent candidates must file a petition with no less than 75 signatures. For more information, please see the New York State Board of Elections website.

The Elmira Heights Village Hall is also a polling place for the Primary and General Elections held in June and November, respectively. These elections are run by the Chemung County Board of Elections. Voter registration is also handled by the Chemung County Board of Elections.
